In most universities in Austria, IELTS is not required for Master's degree programmes. Austrian universities offer study programmes with and without IELTS. This does not indicate that you can attend an Austrian university without having passed any other English proficiency exams, such as the TOEFL, PTE, CAE, CPE, and so on. A German language competency certificate or diploma is required to study in Austria.
