Partnership protocol between UPB and Transelectrica for the establishment of the first digital laboratory in Romania – DigiTEL

Today, June 10, 2021, at 10:00, the Polytechnic University of Bucharest (UPB) and the National Energy Transport Company Transelectrica SA signed a strategic partnership for the technological future of the Romanian energy sector.

The two partners assume the establishment and operationalization of a bold project in the field of research and innovation: DigiTEL - the only integrated digital laboratory in Romania, for testing future technologies in the energy field (State of the Art technologies: digital twin, expert systems on asset management, reality virtual and augmented, 3D CAD etc)

In materializing a 10-year vision, DigiTEL will function as a testing and validation environment for integrated concepts used in the development of the pilot project of the first digital substation in Romania, which will be implemented by Transelectrica, respectively the 200/110/20 kV Alba Iulia substation.

With the implementation of the refurbishment project of the Alba Iulia station, DigiTEL will become an incubator of new standards and technologies that support the digital transformation of the energy sector. The project of the digital station is provided in the RET Development Plan of the Company in the period 2020-2026 with an allocated budget of about 30 million euros, of which about 3-5 million euros will be allocated to the laboratory.

The digital station project represents the spearhead of Transelectrica's strategic initiatives, ensuring the materialization of the Company's strategy in the field of innovation and research.

* DigiTEL is a unique initiative in Romania, in terms of partnerships between the economic environment and academia;

* DigiTEL is part of the pilot project for the refurbishment of the 220/110/20 kV Alba Iulia substation as a digital substation;

* The essence of DigiTEL consists of two main components: testing cutting-edge technologies before being implemented in the operational environment and continuous transfer of know-how to and from the university environment, helping to adapt the training process of future engineers to the requirements of real developments in the sector.

Mr. Mihnea COSTOIU, rector of the Polytechnic University of Bucharest,He said: “In recent years, digital transformation has become one of the priorities of our community. Whether we are talking about the digitalization of the administration or the services, Romania needs the support of the largest community of engineers in the country, that of the Polytechnic University of Bucharest. In the project we are developing with our partner Transelectrica, we tried to look to the future. We will develop a Digital Technology Laboratory for Power Stations to help students become familiar with the technologies they will use in the near future. Basically, through the project we create infrastructure to help train specialists in digital technologies for the energy field. I think it is an extraordinary contribution of Transelectrica and the Faculty of Energy within UPB to the digitalization process of the country's energy infrastructure. Thanks to our partners and all those involved for opening and launching this project and partnership ”.

The main objectives of the partnership are:

* testing and commissioning of equipment and systems installed in the laboratory;

* participation in training and certification sessions in order to capitalize on the laboratory's capabilities;

* developing the knowledge and skills of students and the specialized teaching staff of UPB regarding the equipment and systems necessary for the operation of the Electric Transmission Network, as well as Transelectrica specialists;

* testing and validation of digital technologies associated with energy systems;

* promoting the best practices, standards and technologies that will influence future generations of equipment and systems, among

* Transelectrica experts , UPB professors and students;

* identification of competent young students to strengthen the Transelectrica and UPB teams;

* creating a learning environment as close as possible to the operational environment used within Transelectrica and of the European transmission and system operators (ENTSO-E);

The steps for the implementation of the DigiTEL laboratory will be initiated this year, having as operational horizon the year 2024.
