Police Registration Certificate for Application of Schengen Visa
The United Kingdom extends the police registration provision to citizens of many countries who wish to receive a visa from the United Kingdom to visit the island nation and intend to stay for longer periods (six months or longer). The citizens of these countries must appear with the requisite paperwork at the nearest police station within 7 days of their arrival in the United Kingdom, if they have applied from their home country. Else if the traveler applied for a longer stay from inside the United Kingdom and received a police identity certificate as soon as the biometric residency permit had been given.

You have to search the visa sticker on your passport if you have applied from outside the UK. If it says 'Police registration' or 'in 7 days of entry,' register with the police,' so you obviously have to register. On the other hand, if you are already in the United Kingdom and have applied for an extension of your stay there, you can review the letter that you have got from the Home Office after your application has been accepted. If you forget or you do not file with the police for another occasion, you will face significant penalties because it is considered a criminal offence. For failure to comply with the terms of your leave to enter / remain in the United Kingdom, you may be reported to the Home Office. Your permission to remain will then be shortened and you would have to leave the UK.
